The 2023 primary election includes voting for state, county and municipal offices.
The Pennsylvania Justice of The Supreme Court is a state office that will be voted on in this primary. The Supreme Court in Pennsylvania is the highest court in Pennsylvania. This Supreme Court is a seven-member court whose powers are vested in the Judicial Code. It is a ten year term and the justice with the longest continuous time on the Supreme Court has the title of Chief Justice. There are two candidates on the democratic primary ballot and two candidates on the republican primary ballot.
The Pennsylvania Judge of the Superior Court is another office on the ballot in the 2023 primary election. The Superior Court, along with the Commonwealth Court, is a statewide intermediate appellate court that was established in 1895. The court reviews a majority of the cases appealed from the Court of Common Pleas. Fifteen judges sit on the Superior Court and they elect one of their colleagues to a five-year term to be the president judge. The term is 10 years Many of their cases are appeals from trial courts and are heard by panels of three judges. There are three candidates on the democratic primary ballot and two on the republican primary ballot.

Pennsylvania Judge of the Commonwealth Court’s office is the other statewide intermediate appellate court in Pennsylvania and is made up of nine judges. Their president judge is elected by their colleagues to a five-year term. It typically is limited to legal matters involving the state and local governments focusing on issues such as insurance, elections, workers compensation, banking, land use, utility regulation, labor practices and laws affecting taxation. It also is a trial court in the case when there are lawsuits filed by or against Pennsylvania. The term is ten years. There are two candidates on the democratic primary ballot and two candidates on the republican primary ballot.

Judge of the Court of Common Pleas is the last judicial office on the primary ballot and it is primarily a trial court. The four divisions are Civil, Criminal, Orphans’ and Family and the judges are assigned from one to another. Candidates can run both as Republicans and Democrats and the term is ten years. There are three candidates for this position.

The County Executive represents the County in meetings with other elected officials and development organizations, county ordinances, approving or rejecting County ordinances, submits fiscal plans, appoints the County Manager, makes appointments to authorities and agencies, negotiates and signs contracts, calls special meetings of Council, makes an annual report to Council and other reports as Council may request. There are six candidates on the democratic primary ballot and one candidate on the republican primary ballot. The term is four years.

The County Controller is in charge of financial matters of the county and passes validity of all claims against the county. There are only two democratic candidates running for this position and the elected official will serve a four-year term

The District Attorney prosecutes the criminal cases in the Court of Common Pleas and requests and conducts investigative grand juries, prepares criminal information and prepares cases for court. There are two democratic candidates running for this position and the term is four years.

The County Treasurer collects the money that the county is owed such as taxes. They help ensure the use and safety of the county money. Additionally they keep and give daily reports to the controller. There are two democratic candidates running for this position and the term is four years long, so the position will be up for reelection in four years.

The County Council makes appropriations, adopts an administrative code, adopts the annual budget, votes and either approves or stops Executive appointments, creates and leads investigations of County Departments, creates and puts in place ordinances, and they may change or eliminate departments, agencies or functions that no longer serve citizens. These council members only represent and are voted in by a district rather than the whole county. This primary has the districts 2,5,6,7,10,11, and 13 on the ballot and they all have four-year terms. The City Controller is in charge of and watches the city of Pittsburgh's financial state. They also audit all city government spending to ensure that tax dollars do not experience fraud, waste or abuse. This is a four-year term and there are three democratic candidates on the ballot.
There are 9 members on the Pittsburgh City Council elected by the nine districts in the city, and this is an election year for districts 1,3,7 and 9. The Pittsburgh City Council is in charge of amending or changing city policies, ordinances, and laws, voting in the local budget for the year, approving mayoral appointees and imposing taxes. The Pittsburgh School Directors watch over the education being held in their jurisdiction. They are agents of the state legislature and represent their districts. The even districts, so 2,4,6 and 8, are on the ballot this election. The Directors are in charge of the finances of the educational programs in their district including budgets, the curriculum and how it is taught, transportation of students when necessary, staff members, legal matters and the management of educational facilities. The nine members on the board will have a four-year term in office.
